I would rewrite it as Industrial engineering is the study of the use of machines in engineering processes to manufacture products, produce services, and to operate and maintain equipment, machines and other products accompanied with study of the operations done by operators to run the machines and use tools to complete the engineering process.

Engineering processes have many categories of resource inputs. Machine and man are especially highlighted in the above meaning of industrial engineering. Materials, tools, energy and information are other important resources. We can add more categories.

The focus of industrial engineering is productivity improvement and cost reduction.
