After independence Government of India intended to increase productivity consciousness in the country. So in 1952 and 1954 it invited the team of experts of International Labor Organization (ILO) with a view to establishing Productivity Center in the country. In 1957 Government of India appointed a Committee on Productivity under the Chairmanship of DR Vikram Sarabhai. It visited Japan to study the constitution, administration and working of Productivity Center of Japan. The Committee submitted its report in March 1957. On the basis of the recommendations of the Committee, the national Productivity Council (NPC) was established in India in February 1958. NPC is registered as an independent autonomous body under the Societies Registration Act, 1860.

Poor Productivity of Auto Industry of India


Auto industry of India enjoyed protection for 70 years. It has less than 1% share in the global export market of the passenger cars. Even in the domestic market, it is able to survive only because  a 50-100% tariff on imported cars allows it to charge the customer one-and- a half times the price customers in the rest of the world pay for similar cars.  Prof Arvind Panagaria, Former Vice Chairman, NITI Ayog, India, in The Economic Times, 7 August 2019, p.18.

The above condition is due to poor productivity of the a premier engineering industry.

What are the innovations that industrial engineering institutes and professional bodies came out with so far in auto industry?
Prof. Panagaria urges industry persons and academic persons of India to Stand Up &Be Counted.


NPC and NITIE (Mumbai) were set up under the leadership, guidance and direction of Vikram Sarabhai. But over the period, the productivity improvement achievements are  not that significant by these institutions. IIIE another national body of industrial engineers has also not done much. There is a need for change in strategic direction of these organizations based on commitment to increase productivity based on development of productivity science, productivity engineering and productivity management.

Bharat Ratna Abdul Kalam described them as Discovery, Invention and Innovation. We need all three in the area of productivity improvement.

ATIRA - Productivity Improvement Initiatives

The Ahmedabad Textile Industry's Research Association (ATIRA) is an autonomous non-profit association for textile research in Ahmedabad, India. It is the largest association for textile research & allied industries in India. Established on 13 December 1947, and started in 1949, ATIRA was recognized by the Council of Scientific and Industrial Research under the Ministry of Science and Technology, Government of India. It has association with the Ministry of Textiles.

The idea of ATIRA was conceived by Vikram Sarabhai, Kasturbhai Lalbhai and Shanti Swaroop Bhatnagar. The foundation stone for the ATIRA complex was laid by Sardar Vallabhbhai Patel on 1 November 1950 which was inaugurated by the then Prime Minister of India Pandit Jawaharlal Nehru on completion on 10 April 1954.  Dr. Vikram Sarabhai served as its first honorary director.

Major causes affecting the production rate of existing double roller Gin machine were identified. The productivity is improved in a gin with the modification at roller gin machine without affecting the quality of cotton. At present, some machine are running without any working problem. Moreover some parameters of gin were optimized. More work to rationalize is going on.

We need to achieve green growth in GDP and resource use.

Green growth is possible only through sustainable practices, resource efficiency and renewable energy sources.

The green growth is guided by 
(i) reduction in primary resource consumption to ‘sustainable’ levels, in keeping with achieving the Sustainable Development Goals and staying within the planetary boundaries, 
(ii) creation of higher value with less material through resource efficient and circular approaches
(iii) waste minimization
(iv) material security, and creation of employment opportunities and business models beneficial to the cause of environment protection and restoration.

For achieving green growth, enhancement of productivity at all levels in industry, service 
and agriculture sectors is essential. The productivity measurement should include growth in 
contribution of natural capital and to what extent economic growth has been achieved at 
the expense of environment quality.

Prime Minister Shri Narendra Modi addressed the nation today. Recalling those who have died battling the pandemic, Prime Minister said that the crisis that has emerged due to COVID-19 is unprecedented, but in this battle, we not only need to protect ourselves but also have to keep moving forward. 

Self-reliant India

Talking about the pre and post COVID worlds, Prime Minister observed that in order to fulfill the dream of making the 21st century India’s, the way forward is through ensuring that the country becomes self-reliant. Talking about turning a crisis into an opportunity, he gave the example of PPE kits N-95 masks, whose production in India has gone up from almost being negligible to 2 lakh each, on a daily basis.

Prime Minister remarked that the definition of self-reliance has undergone a change in the globalized world and clarified that when the country talks about self-reliance, it is different from being self-centered. He said that India’s culture considers the world as one family, and progress in India is part of, and also contributes to, progress in the whole world.  He noted that the world trusts that India has a lot to contribute towards the development of the entire humanity.

Five pillars of a self-reliant India

Recalling the devastation in Kutch after the earthquake, Prime Minister said that through determination and resolve, the area was back on its feet. A similar determination is needed to make the country self-reliant.

He said that a self-reliant India will stand on five pillars viz. 

Economy, which brings in quantum jump and not incremental change; 

Infrastructure, which should become the identity of India; 

System, based on 21st century technology driven arrangements; 

Vibrant Demography, which is our source of energy for a self-reliant India; and 

Demand, whereby the strength of our demand and supply chain should be utilized to full capacity. He underlined the importance of strengthening all stakeholders in the supply chain to increase, as well as fulfill, the demand.



Atmanirbhar Bharat which translates to 'self-reliant India', is a phrase used and popularized by the Prime Minister of India Narendra Modi and the Government of India in relation to the economic vision and economic development in the country. The broader concept is to make India a larger and more involved part of the world economy, pursuing policies that are efficient, competitive and resilient, that encourage equity, and being self-sustaining and self-generating.

The english phrase has been used by Modi since 2014 in relation to national security, poverty and digital India. The  hindi  term  'Atmanirbhar Bharat Abhiyan' ('Self-Reliant India Mission') was used during the announcement of India's COVID–19 pandemic related economic package in 2020. Since then phrase has been used across ministries such as the Ministry of Consumer Affairs, Food and Public Distribution, the Ministry of Education and the Ministry of Defence in relation to press releases, statements and policies. The phrase has also been used by the government in relation to India's new National Education Policy and the 2021 Union Budget of India.

India’s productivity per plant, calculated as total tonnage divided by number of plants, grew to 2,221 metric tons per plant (mtpp) in 2011 from 671 in 2001. Among top 10 casting producers in world, India’s productivity growth was fastest during the period under consideration.
During the same period, India’s casting production grew to 9.9 million tons from 3.15 million tons. India is still ranked eighth in productivity amongst top 10 producers of casting in the world.

Poor Productivity of Auto Industry of India

Auto industry of India enjoyed protection for 70 years. It has less than 1% share in the global export market of the passenger cars. Even in the domestic market, it is able to survive only because  a 50-100% tariff on imported cars allows it to charge the customer one-and- a half times the price customers in the rest of the world pay for similar cars.  Prof Arvind Panagaria, Former Vice Chairman, NITI Ayog, India, in The Economic Times, 7 August 2019, p.18.

The above condition is due to poor productivity of the a premier engineering industry.

What are the innovations that industrial engineering institutes and professional bodies came out with so far in auto industry? As good as nil in public media.

Industrial Engineers and the Make in India Initiative in India

NC State University's Industrial Engineering Profesor Paul Cohen made some interesting points that are relevant to Industrial Engineering Education in India.

We have entered the era of Manufacturing 2.0, where both shop floor employees and engineers will need new skills for more advanced manufacturing.

One of the primary skills is the ability to use information technology to connect all the pieces of a more complex, interdependent manufacturing environment. Additive manufacturing will contribute to a very distributed supply chain and it is to be in a network as designs can be sent over the network to 3D printing firms.

There is also a major challenge in teaching engineers how to design products to take advantage of 3D printing.  Certain geometries that can’t be produced with other processes can be produced using  3D printing processes.

Industrial engineers can identify cost reduction opportunties in producing components using 3D printing processes.

Industrial engineers in particular deal with people from the shop floor to the boardroom. So they should be able to communicate with everybody. So education in communication skills is essential for IEs.

The U.S. does not have enough industrial engineers moving through the educational pipeline. Cohen cites a 2012 article in The New York Times that examined the production ramp-up for Apple’s iPhone. The article noted that 8,700 industrial engineers were needed to oversee the 200,000 employees of Foxconn who would manufacture the phones. Apple estimated that it would take nine months to find that number of engineers in the U.S. But in China, it took only 15 days. That shows China is developing more IEs

According to Cohen, U.S., produces 3,300 industrial engineers a year.

How many IEs are produced in India through universities.  In India, we need to recognize the importance of IE stream and take steps to strengthen the stream.
