Involving every body in cost reduction and cost control is total industrial engineering and productivity management. Industrial engineering started as a managerial activity. Its genesis is highlighting cost reduction as a managerial responsibility in factories. In the initial days also, there was mention of participation of operators in cost reduction activities. But Alan Mogensen, an industrial engineers developed formal ways of involving all operators and supervisors in industrial engineering studies. He called them work simplification workshops. Prior to Mogensen, Gilbreths recommended exhibiting process charts to all, operators and executives to seek their involvement in process improvement. Later Lilian Gilbreth, collaborated with Mogensen to implement the idea in a more formal way.
But the idea was better executed in Japanese companies. The emergence of total quality movement also accelerated total industrial engineering in Japanese companies.
