Industrial engineering focuses on efficiency. Industrial engineering is system efficiency engineering. But industrial engineering recognizes that effectiveness of the system is the primary criterion. Effectiveness in a commercial activity is acceptance of the system output by customers. To do efficiency study of any activity, industrial engineers first ask whether the activity is effective. Is it producing the output acceptable to the customer? If the answer is yes, then they proceed with the efficient improvement activity. Otherwise, the problem is sent to the effectiveness design team.
This principle is to be remembered by all industrial engineers. No body should loosely comment that efficient but useless activity. Such an activity should not exist in planned activities.
