I developed an online education/training session on "Effective Industrial Engineering and Productivity Management." I can present the session in one hour, one and half hour or two-hour long sessions. The sessions will be valuable when company industrial engineers and other engineers and managers attend as a group. Industrial engineers require active cooperation and participation of other engineers and managers in their studies and projects. Predetermined Motion Time System (PMTS) - Introduction  

A predetermined motion time system (PMTS) consists of a set of time data for basic human motions and a systematic procedure which analyses and subdivides any manual operation of human task into motions, body movements, or other elements of human performance, and assigns to each the appropriate time value. Each system of time data was originally developed from extensive studies of all aspects of human performance through measurement, evaluation, and validation procedures.  

PMTS in Use

"MTM" stands for Methods-Time Measurement. It is a procedure for improving methods and establishing time standards by recognizing, classifying, and describing the motions used or required to perform a given operation and assigning pre-determined time standards to these motions.

MTM evolved into a dynamic family of systems. It is continuing to grow and  meet more  needs of its practitioners and users. It has developed from a single system of work measurement and analysis to a family of systems that meets the varied demands of different users.

The basic MTM data was developed by H B Maynard, J L Schwab and G J Stegemerten of the Methods Engineering Council during a consultancy assignment at the Westinghouse Brake and Signal Corporation, USA in the 1940's. This data and the application rules for the MTM system were refined, extended, defined, industrially tested and documented as a result of further work in later years.

In 1948 Maynard, Stegemerten and Schwab published the book "Methods ­Time Measurement" giving full details of the development of the MTM system and its application rules. The use of MTM spread, firstly in the USA, and then to other industrialised countries. In 1951 the US/Canada MTM Association for Standards and Research was formed by MTM users. In 1963, a new member of MTM family with the name MTM-GPD (General Purpose Data) was introduced. The original MTM of 1948 was termed as MTM-1.

The unit of time used in MTM tables is one hundred-thouandath of an hour (0.00001 hour). The time units of MTM are referred to as Time Measurement Unit (TMU). One TMU is equal to 0.0006 minute.

Generic Systems of MTM


MTM Systems designed to do work measurement in multiple environments.

MTM-1®

MTM-1 is the basic system form which all other MTM systems have been developed. This system  is used worldwide. It determines the time necessary for performing a given operation by analyzing the manual motions required and assigning a time value to each. MTM-1 is ideally suited to use in high volume production environments.

MTM-UAS®

MTM-UAS represents a second generation of synthesized data, based on the MTM-1 system. It was constructed through use of statistical analysis of basic MTM-1 motion patterns. This system is best-suited for use in environments which exhibit the characteristics of batch production.

MTM-MEK®

MTM-MEK, a third generation system based on statistical analysis of MTM-1 data, is designed for economical measurement of small lot or one-of-a-kind production, with long-cycle times, as well as other infrequently performed tasks previously considered too costly or difficult to measure.

THE 4M® SYSTEM

4M is a second level system used to convey MTM-1 level information to the MTM-LINK software for use in methods analysis and standards development. It is suited to long run production.

MTM-BTM

MTM-B represents a third generation of synthesized data, based on the MTM-UAS system. It was constructed through use of statistical analysis of basic MTM-UAS motion patterns. This system is best-suited for use as an estimating tool where the primary focus is speed of application. MTM-B is offered as a data module of the MTM-LINK Software System. Manual application is not supported.

Ergonomics principles in the design of work systems

Work systems involve combinations of workers and equipment, within a given space and environment, and the interactions between these components within a work organization.

ISO 6385:2016 establishes the fundamental principles of ergonomics as basic guidelines for the design of work systems and defines relevant basic terms. It describes an integrated approach to the design of work systems, where ergonomists will cooperate with others involved in the design, with attention to the human, the social and the technical requirements in a balanced manner during the design process.

Users of this International Standard will include executives, managers, workers (and their representatives, when appropriate) and professionals, such as ergonomists, project managers and designers who are involved in the design or redesign of work systems. Those who use this International Standard can find a general knowledge of ergonomics (human factors), engineering, design, quality and project management helpful.

The term "work system" in this International Standard is used to indicate a large variety of working situations, including permanent and flexible work places. The intention of this International Standard is to assist in the improvement, (re)design or change of work systems. Work systems involve combinations of workers and equipment, within a given space and environment, and the interactions between these components within a work organization. Work systems vary in complexity and characteristics, for example, the use of temporary work systems. Some examples of work systems in different areas are the following:

- production, e.g. machine operator and machine, worker and assembly line;

- transportation, e.g. driver and car or lorry, personnel in an airport;

- support, e.g. maintenance technician with work equipment;

- commercial, e.g. office worker with workstation, mobile worker with a tablet computer, cook in a restaurant kitchen;

- other areas like health care, teaching and training.

The observance of ergonomic principles applies to all phases throughout the life cycle of the work system from conception through development, realization and implementation, utilization, maintenance and support to decommissioning.

The systems approach in this International Standard gives guidance to the users of this International Standard in existing and new situations.

The definitions and ergonomic principles specified in this International Standard apply to the design of optimal working conditions with regard to human well-being, safety and health, including the development of existing skills and the acquisition of new ones, while taking into account technological and economic effectiveness and efficiency.

The principles in this International Standard are applicable to many other human activities, e.g. in the design of products for domestic and leisure activities. A more general description of the principles in this International Standard can be found in ISO 26800.

Engineers create things. Industrial Engineers make them Better. Industrial engineers improve products and processes that produce products. Productivity improvement is the focus of industrial engineers. Productivity and efficiency have same meanings, but efficiency is a more broad concept. Productivity is generally expressed as output for a unit of input. The input can be a single input like a machine, or a combination of inputs.

Efficiency is productivity. Efficiency is less cost, less resource consumption. Efficiency is employee satisfaction. Efficiency is more profit due to less cost. Efficiency is comfort. Efficiency is health. Efficiency is safety. Efficiency is thus a broader concept.

Wyllys Stanton. Inside his Columbus, Ohio home on Jan. 12, 1948 (75 years ago), he and a dozen others met to discuss “the problems, methods and potentialities of a new organization specializing in the problems and interests of industrial engineers.”

That’s a direct quote from a blurb Stanton himself penned. It’s included in “Origins of Industrial Engineering: The Early Years of a Profession,” by Howard P. Emerson and Douglas C.E. Naehring.

The fateful discussion inside Stanton’s home included talks on prospective membership requirements, ways such an organization could be useful, scopes of activities and plans for the path ahead.

“There seemed to be no question in the founders' minds of the desirability of such an organization,” Stanton wrote. “They believed that industrial engineering was an important branch of engineering and just as much in need of an organization devoted to its exclusive representation as civil, mechanical, or electrical engineers.”

Industrial and systems engineering (ISE) is concerned with the design, improvement and installation of integrated systems of people, materials, information, equipment and energy. It draws upon specialized knowledge and skill in the mathematical, physical, and social sciences together with the principles and methods of engineering analysis and design, to specify, predict, and evaluate the results to be obtained from such systems.

Industrial and systems engineering (ISE) is concerned with the design, improvement and installation of integrated systems  - to specify, predict, and evaluate the results to be obtained from such systems.

Result Areas

As per definition, any result area can become the activity of IE.

Cost and productivity are the two result areas which were first taken up by IE. Quality awareness and resolve not to deteriorate quality was part of IE right from beginning. But as quality engineering and management made its progress, IE adopted quality as a result area. Later flexibility appeared. Now sustainability came into prominence.

Excerpts from President's Message in The Journal of Industrial Engineering, June 1949, Vol 1. Issue 1.

One Year’s Growth 


Our first anniversary which fell on January 12th 1949 furnished a good time for looking backward 
on the progress made thus far and ahead on our hopes and plans for the years to come. 

We have grown from the little group of twelve that voted to start a society and to invite others 
of like interest to join with them until we now have approximately 500 Junior and Senior mem- 
bers and about 750 members in student chapters. We have received favorable attention from many 
Industrial Engineering faculties. We have received the endorsement of Mr. Alexander Van Praag, President of the National Society of Professional Engineers. Local chapters have been formed. 

Looking forward, the most encouraging thing is that we have a definite program. This pro- 
gram includes, launching of the Journal of Industrial Engineering to provide the same unifying 
force for our branch of the profession as has been so long enjoyed by the ‘‘founder societies’’ 
and other professional technical groups through their respective publications.  We plan to step up 
the tempo of our publicity work to the end that the entire industrial public shall know more of 
the work of the Industrial Engineer, and shall learn to recognize him as a true professional 
man, rather than confuse him with mere tech- nicians or ordinary business operators. We 
also plan to conduct research in the field of Professional Registration of Industrial En- 
gineers by the 48 states, and concerning the types of positions held by members of our pro- 
fession. There are of course a number of other points in our forward planning such as that of 
contacting every eligible Industrial Engineer that can be located to invite him to join with us, 
but these points will serve to illustrate the program. 




I sincerely hope that all members will con- tinue to view the work of our Institute as an 
opportunity for mutual service. I feel sure that most of you joined in full realization of the fact 
that we are not yet big, we do not speak with a powerful voice in the affairs of the great en- 
gineering fraternity, but we have the opportunity of doing so one day. Whether or not we will do 
so depends upon each individual member.

Prior  to 1910 problems of Industrial Engineering were discussed only in The American Society of Mechanical Engi- neers. It was before that society that the papers of Taylor, Gilbreth and Gantt were read. In 1910, several members of the Mechanical Engineering Society began to meet separately for the discussion of management problems. The group included Gilbreth, Barth, Cooke and Hathaway. In 1912, out of this society, the Society to Promote the Science of Management was formally organized. The membership of the society increased to more than a hundred by 1917.

During World War I, the name was changed to the Taylor Society, and in 1936 the Taylor Society amalgamated with the Society for Industrial Engineers to form the Society for the Advancement of Management. This group flourished and still meets regularly to review detailed problems in management. And finally, as recently as 1948 your organization, the American Institute of Industrial Engineers was founded. 


 The Dictionary of Occupational Titles defines an industrial engineer as follows: 

A classification title for engineers who supervise production departments of manufacturing plants, lay out machinery and apparatus and determine flow of work for most efficient production, conduct and_ interpret time-and-motion studies, devise means and set up programs to curb industrial accidents and fires, set up personnel policies and procedures and evaluate jobs and devise and install accounting and inventory-control systems. The definition adds: May specialize in such fields as setting up production cost records and control systems, developing jigs and fixtures, training production personnel, and wage administration. The definition further adds: The following jobs are typical of those classified under this title: efficiency engineer, factory lay-out-man, methods engineer, production engineer II, safety engineer, time-study engineer, management engineer. This list of subtitles, all directly or indirectly related to the Industrial Engineering field, is at best, confusing.

I believe that the Industrial Engineer’s principal functions are threefold, and I offer for your consideration a brief, simple description of these three functions. 

First, the competent Industrial Engineer is an analyst. He is trained and disciplined in the objective study of known or projected situations for the purpose of properly identifying the various factors which may be involved, and  to separate the constituent elements in each factor so that they may be considered separately, or in relation to the whole. 

Secondly, he is a planner. The facts, ascertained through analysis and  properly assembled, tend to point the way for proper planning to attain a desired result. The analyst, therefore, is the first to visualize the plan necessary for corrective measures, or the plan most likely to assure success of a given project. 

And thirdly, he is a controller in the sense that he well knows that any plan must incorporate features of comparison and verification to measure progress and results, and he is well informed as to 
the most efficient methods which may be employed. 

These terms—analyst, planner, controller—are familiar to top management, and indicate to them a pattern of work to be performed for which they recognize a need. Likewise, the terms are understandable to the small business man who might be interested in engaging the services of an Industrial Engineer, if there were a clear understanding of the services to be rendered.

 The Industrial Engineer should specialize in that area of management having to do with the 
design and manufacture of product. This would encompass all of the ramifications both directly and indirectly associated with the production of product of standard quality and cost; whereas the management engineer should specialize in that area of management involving sales, marketing, finance, policies, organization, and problems in reorganization and mergers. Neither of these definitions sug- 
gests imposed limitations, but represent logical deductions I have made as a result of having been associated with both branches of the profession.
